Dr. Khoury serves as Medical Director of the Neonatal Transport and Outreach Program at CHoR, and in January 2025, he was appointed Medical Director of the Neonatal-Pediatric Transport Program. Under his leadership, the Neonatal Transport Team successfully developed its flight program, expanding its capabilities to transport patients by both ground and air. In addition to overseeing transport operations, Dr. Khoury leads a dedicated team that provides neonatal resuscitation education and training to community Level I hospitals and EMS crews across Virginia. His contributions in neonatal emergency care earned him the 2025 Regional Award for Outstanding Contribution to EMS for Children.

Dr. Khoury has been deeply involved in statewide neonatal care initiatives, serving as Co-Chair and Neonatal Lead of the Virginia Neonatal Perinatal Collaborative (VNPC) from 2017 to 2023. In 2020, following the collaborative's relocation to VCU, he assumed the role of manager. The VNPC, a state-wide quality collaborative, is committed to advancing care for pregnant mothers and newborns, supported by funding from the state of Virginia, the CDC, and other agencies.

In November 2024, Dr. Khoury was appointed Interim Chief of the Division of Neonatology, a role in which he continues to lead efforts in clinical excellence, faculty development, and innovative neonatal care strategies.
